                                                          Declaración:<br>
                                                          </font></font></div>

                                                          </font></font></div>
                                                          <div lang="x-western"><font size="3"><font face="Arial, sans-serif">El 11 de
                                                          marzo de 2020
                                                          el Poder
                                                          Ejecutivo
                                                          emitió el
                                                          Decreto
                                                          90/2020 que
                                                          fija la
                                                          ejecución
                                                          presupuestal
                                                          de los
                                                          organismos de
                                                          la
                                                          administración
                                                          central para
                                                          el año 2020 en
                                                          un 85% de los
                                                          créditos
                                                          comprometidos
                                                          en 2019 en los
                                                          rubros de
                                                          gastos e
                                                          inversiones.
                                                          Asimismo,
                                                          dicho Decreto
                                                          prohíbe
                                                          proveer los
                                                          cargos
                                                          vacantes al 31
                                                          de Diciembre
                                                          de 2019 y
                                                          permite la
                                                          renovación de
                                                          sólo un tercio
                                                          de aquellas
                                                          vacantes que
                                                          se generen,
                                                          con excepción
                                                          para ciertos
                                                          sectores del
                                                          ámbito
                                                          docente, de la
                                                          salud, el
                                                          Ministerio del
                                                          Interior y las
                                                          Fuerzas
                                                          Armadas (1). <br>
                                                          <br>
                                                          El decreto
                                                          exhorta a los
                                                          organismos del
                                                          artículo 220
                                                          de la
                                                          Constitución
                                                          de la
                                                          República,
                                                          como la
                                                          Universidad,
                                                          “a adoptar en
                                                          el ámbito de
                                                          sus
                                                          competencias
                                                          las medidas
                                                          que en este
                                                          Decreto se
                                                          establecen”.<br>
                                                          <br>
                                                          La Universidad
                                                          de la
                                                          República no
                                                          puede cumplir
                                                          con esta
                                                          exhortación
                                                          porque
                                                          afectaría
                                                          severamente
                                                          funciones cuyo
                                                          valor es mucho
                                                          mayor que el
                                                          ahorro, e
                                                          implicaría un
                                                          costo
                                                          irreparable
                                                          para el país.
                                                          <br>
                                                          <br>
                                                          La Universidad
                                                          de la
                                                          República
                                                          emplea en
                                                          forma
                                                          transparente y
                                                          eficiente su
                                                          presupuesto,
                                                          que ejecuta
                                                          cada año a más
                                                          del 99,9%. Se
                                                          debe
                                                          puntualizar
                                                          algo
                                                          importante y
                                                          negativo: las
                                                          partidas de
                                                          gastos e
                                                          inversiones 
                                                          desde el año
                                                          2001 no se han
                                                          actualizado
                                                          por
                                                          coeficientes
                                                          de ajuste para
                                                          mantener el
                                                          poder
                                                          adquisitivo,
                                                          sino que a
                                                          partir de ese
                                                          año, las
                                                          asignaciones
                                                          que se han
                                                          aprobado han
                                                          tenido que
                                                          absorber las
                                                          pérdidas del
                                                          valor real. El
                                                          presupuesto de
                                                          gastos e
                                                          inversiones de
                                                          la Universidad
                                                          no se ha
                                                          actualizado
                                                          desde 2001 ni
                                                          con el IPC ni
                                                          con el índice
                                                          de costos de
                                                          la
                                                          construcción,
                                                          con lo cual en
                                                          los hechos ha
                                                          tenido una
                                                          reducción más
                                                          que drástica. 
                                                          Sin embargo,
                                                          la Universidad
                                                          ha cumplido lo
                                                          mejor posible,
                                                          a una
                                                          velocidad
                                                          menor que la
                                                          prevista, con
                                                          el compromiso
                                                          adquirido con
                                                          el Poder
                                                          Legislativo
                                                          que asignó
                                                          fondos para
                                                          sedes en el
                                                          territorio,
                                                          por ejemplo, o
                                                          para mejorar
                                                          la
                                                          infraestructura.<br>
                                                          <br>
                                                          Reducir gastos
                                                          e inversiones
                                                          en un 15%
                                                          significaría
                                                          dejar
                                                          deteriorar los
                                                          edificios
                                                          universitarios,
                                                          que forman
                                                          parte del
                                                          patrimonio de
                                                          todos los
                                                          uruguayos, no
                                                          contar con
                                                          insumos
                                                          básicos en el
                                                          Hospital de
                                                          Clínicas o en
                                                          los comedores
universtitarios.<br>
                                                          <br>
                                                          La Universidad
                                                          ha
                                                          incrementado
                                                          todos los
                                                          índices de su
                                                          actividad,
                                                          cumpliendo sus
                                                          compromisos
                                                          con la
                                                          sociedad. En
                                                          2009 tenía
                                                          83.402
                                                          estudiantes y
                                                          en 2019
                                                          139.830; los
                                                          estudiantes de
                                                          posgrado
                                                          pasaron de
                                                          6351 en 2012 a
                                                          8367 en 2019;
                                                          en 2009 se
                                                          dictaban 89
                                                          carreras de
                                                          grado, 26
                                                          tecnicaturas y
                                                          165 carreras
                                                          de posgrado, y
                                                          10 años
                                                          después esos
                                                          hay son 98, 46
                                                          y 316,
                                                          respectivamente;
                                                          el número de
                                                          egresados de
                                                          grado se
                                                          incrementó en
                                                          28% entre 2008
                                                          y 2018 (2) y
                                                          el de
                                                          posgrados en
                                                          179% en el
                                                          mismo período.
                                                          Entre esos
                                                          años la
                                                          Universidad
                                                          expandió su
                                                          presencia
                                                          permanente a
                                                          buena parte
                                                          del país y hoy
                                                          tiene sedes,
                                                          además de
                                                          Montevideo, en
                                                          Artigas,
                                                          Salto,
                                                          Paysandú, Río
                                                          Negro, Rivera,
                                                          Tacuarembó,
                                                          Cerro Largo,
                                                          Treinta y
                                                          Tres, Rocha y
                                                          Maldonado. Se
                                                          podrían
                                                          mencionar
                                                          muchos otros
                                                          indicadores en
                                                          el terreno de
                                                          la atención de
                                                          la salud, la
                                                          producción
                                                          científica o
                                                          la extensión,
                                                          pero esta
                                                          muestra
                                                          ilustra un
                                                          hecho
                                                          innegable: su
                                                          actividad ha
                                                          crecido mucho
                                                          más que el
                                                          presupuesto
                                                          medido en
                                                          dinero, en
                                                          horas docentes
                                                          o de
                                                          funcionarios
                                                          técnicos,
                                                          administrativos
                                                          y de
                                                          servicios.<br>
                                                          <br>
                                                          Los
                                                          incrementos
                                                          obtenidos,
                                                          aunque fueron
                                                          importantes,
                                                          han sido
                                                          notoriamente
                                                          insuficientes
                                                          para acompañar
                                                          el incremento
                                                          de la
                                                          actividad
                                                          universitaria
                                                          que el país
                                                          necesita y
                                                          demanda. El
                                                          esfuerzo
                                                          realizado por
                                                          encima de los
                                                          recursos tiene
                                                          su contracara,
                                                          como grupos
                                                          demasiado
                                                          numerosos,
                                                          edificios con
                                                          escasez de
                                                          personal, y
                                                          buenas ideas
                                                          que no pueden
                                                          llevarse a
                                                          cabo, como
                                                          carreras
                                                          -aprobadas y
                                                          esperadas- sin
financiamiento, edificios -necesarios y útiles- sin suficiente personal
                                                          para asegurar
                                                          su correcto
                                                          funcionamiento
                                                          incluyendo su
                                                          vigilancia e
                                                          higiene, las
                                                          dificultades
                                                          para que el
                                                          proceso de
                                                          descentralización
                                                          pueda
                                                          consolidarse,
                                                          jóvenes
                                                          investigadores
                                                          en los que el
                                                          país ha
                                                          invertido
                                                          mucho que no
                                                          encuentran
                                                          inserción
                                                          institucional
                                                          y podrían
                                                          emigrar.<br>
                                                          <br>
                                                          Veamos algunos
                                                          ejemplos de
                                                          las
                                                          consecuencias
                                                          que traería
                                                          aplicar un
                                                          recorte como
                                                          el sugerido en
                                                          las partidas
                                                          de gastos e
                                                          inversiones de
                                                          la
                                                          Universidad. <br>
                                                          Se afectaría:<br>
                                                          •    La
                                                          política de
                                                          becas de
                                                          posgrado que
                                                          otorga la
                                                          Comisión
                                                          Académica de
                                                          Posgrados, que
                                                          explica un
                                                          porcentaje
                                                          importante de
                                                          la formación
                                                          de posgrado en
                                                          el país pues
                                                          se otorgan
                                                          unas 150 por
                                                          año (como una
                                                          beca dura
                                                          varios años
                                                          hay alrededor
                                                          de 350
                                                          estudiantes de
                                                          posgrado
                                                          becados por la
                                                          Universidad),
                                                          número similar
                                                          al que otorga
                                                          la ANII.<br>
                                                          •    La compra
                                                          de insumos
                                                          necesarios
                                                          para
                                                          garantizar la
                                                          atención a la
                                                          salud que se
                                                          realiza a
                                                          través del
                                                          Hospital de
                                                          Clínicas. Cabe
                                                          destacar que
                                                          alrededor del
                                                          40% de lo que
                                                          se recibe 
                                                          para gastos de
                                                          funcionamiento
                                                          tiene como
                                                          destino los
                                                          proveedores
                                                          del referido
                                                          Hospital. <br>
                                                          •    Las becas
                                                          que otorga la
                                                          institución a
                                                          estudiantes de
                                                          bajos ingresos
                                                          para poder
                                                          seguir sus
                                                          estudios
                                                          universitarios.<br>
                                                          •    Los
                                                          suministros de
                                                          material
                                                          didáctico para
                                                          garantizar la
                                                          enseñanza en
                                                          condiciones
                                                          decorosas a
                                                          más de 139.000
                                                          estudiantes
                                                          (repuestos
                                                          para los
                                                          cañones,
                                                          marcadores,
                                                          etc.), así
                                                          como el
                                                          mantenimiento
                                                          del mobiliario
                                                          utilizado en
                                                          enseñanza en
                                                          las diversas
                                                          sedes de la
                                                          institución.<br>
                                                          •    El
                                                          financiamiento
                                                          de la
                                                          investigación
                                                          científica,
                                                          que requiere
                                                          insumos,
                                                          equipamiento
                                                          de diverso
                                                          porte, poder
                                                          publicar y
                                                          asistir a
                                                          eventos
                                                          científicos.
                                                          De esta manera
                                                          se estaría
                                                          afectando de
                                                          manera directa
                                                          la soberanía
                                                          científica y
                                                          tecnológica
                                                          cuya
                                                          importancia ha
                                                          quedado de
                                                          manifiesto en
                                                          estos tiempos
                                                          de pandemia.<br>
                                                          <br>
                                                          Además, no se
                                                          podría cumplir
                                                          las
                                                          obligaciones
                                                          derivadas de
                                                          pleitos a los
                                                          que estamos
                                                          expuestos,
                                                          cuando el
                                                          resultado es
                                                          negativo para
                                                          la
                                                          institución.
                                                          Esto a la
                                                          larga
                                                          implicaría
                                                          costos mayores
                                                          para el
                                                          Estado.<br>
                                                          <br>
                                                          Por último,
                                                          hay que tener
                                                          en cuenta que
                                                          alrededor del
                                                          80% de lo que
                                                          se solicita
                                                          para el pago
                                                          de inversiones
                                                          tiene como
                                                          destino las
                                                          obras del Plan
                                                          de Obras de
                                                          Mediano y
                                                          Largo Plazo
                                                          (POMLP) y las
                                                          inversiones
                                                          del Hospital
                                                          de Clinicas.
                                                          Hay varios
                                                          edificios
                                                          universitarios
                                                          en
                                                          construcción.
                                                          Se trata de
                                                          inversiones
                                                          necesarias y
                                                          largamente
                                                          esperadas, que
                                                          se
                                                          planificaron a
                                                          fin de
                                                          ejecutarlas
                                                          eficientemente.
                                                          A modo de
                                                          ejemplo, está
                                                          previsto
                                                          culminar el
                                                          edificio de
                                                          laboratorios
                                                          de
                                                          investigación
                                                          en la sede
                                                          Salto del
                                                          CENUR Litoral
                                                          Norte, que
                                                          incluirá el
                                                          primer
                                                          Laboratorio de
                                                          bioseguridad
                                                          nivel 3 del
                                                          país (tan útil
                                                          ante casos
                                                          como la
                                                          pandemia de
                                                          COVID-19), la
                                                          nueva Facultad
                                                          de Veterinaria
                                                          en la zona
                                                          noreste de
                                                          Montevideo o
                                                          el edificio
                                                          destinado a
                                                          enfermería y
                                                          las escuelas
                                                          médicas. En
                                                          varias sedes
                                                          del interior
                                                          hay obras
                                                          necesarias
                                                          ante el
                                                          aumento
                                                          bienvenido de
                                                          la matrícula
                                                          estudiantil.
                                                          Se pretende
                                                          parar esas
                                                          obras? No
                                                          equiparlas con
                                                          mobiliario?<br>
                                                          <br>
                                                          Por otro lado,
                                                          veamos las
                                                          consecuencias
                                                          si se aplicara
                                                          la limitación
                                                          para suplir
                                                          vacantes en el
                                                          personal
                                                          técnico,
                                                          administrativo
                                                          y de servicios
                                                          de la
                                                          Universidad.
                                                          La política de
regionalización y el incremento de la matrícula universitaria han
                                                          implicado un
                                                          importante
                                                          aumento de la
                                                          planta física
                                                          en todo el
                                                          país, mucha de
                                                          ella dedicada
                                                          a la enseñanza
                                                          directa. Al
                                                          día de hoy
                                                          existe un
                                                          déficit en el
                                                          número de
                                                          funcionarios
                                                          requeridos
                                                          para asegurar
                                                          la limpieza,
                                                          seguridad y
                                                          mantenimiento
                                                          adecuados, por
                                                          lo que aplicar
                                                          la reducción
                                                          solicitada
                                                          afectaría
                                                          fuertemente la

                                                          funcionar en
                                                          dichos
                                                          edificios.<br>
                                                          <br>
                                                          Hoy los
                                                          desembolsos
                                                          financieros
                                                          que recibe la
                                                          Udelar para el
                                                          pago de sus
                                                          proveedores de
                                                          bienes y
                                                          servicios, no
                                                          son
                                                          suficientes
                                                          para el pago
                                                          de los
                                                          compromisos
                                                          asumidos,
                                                          especialmente
                                                          en
                                                          inversiones. 
                                                          Los ejemplos
                                                          mencionados,
                                                          que son solo
                                                          una fracción
                                                          de las
                                                          numerosas
                                                          dificultades
                                                          que cumplir la
                                                          exhortación
                                                          del Decreto
                                                          implicará,
                                                          hacen
                                                          totalmente
                                                          inconveniente
                                                          su aplicación
                                                          y nos permiten
                                                          afirmar, como
                                                          se dijo más
                                                          arriba, que
                                                          seguir esta
                                                          exhortación
                                                          implicaría un
                                                          costo mayor
                                                          para el país
                                                          que el no
                                                          hacerlo. <br>
                                                          <br>
                                                          Hemos visto
                                                          como una buena
                                                          señal que se
                                                          ha exceptuado
                                                          del recorte al
                                                          programa de
                                                          desarrollo de
                                                          las ciencias
                                                          básicas, por
                                                          criterios que
                                                          sin duda
                                                          aplican a la
                                                          universidad y
                                                          a los
                                                          organismos que
                                                          realizan
                                                          investigación,
                                                          que son los
                                                          que sostienen
                                                          laboratorios,
                                                          salarios y
                                                          becas. <br>
                                                          <br>
                                                          La crisis
                                                          sanitaria ha
                                                          hecho evidente
                                                          un concepto
                                                          que tal vez no
                                                          se tenía
                                                          claro: la
                                                          soberanía no
                                                          es sólo
                                                          política ni
                                                          alimentaria;
                                                          hay una
                                                          soberanía del
                                                          conocimiento,
                                                          de la ciencia
                                                          y de la
                                                          tecnología.
                                                          Para eso es
                                                          necesario
                                                          preservar y
                                                          acrecentar
                                                          edificios,
                                                          laboratorios y
                                                          sobre todo
                                                          grupos humanos
                                                          capacitados,
                                                          que estén
                                                          actualizados
                                                          con respecto
                                                          al
                                                          conocimiento
                                                          mundial, tanto
                                                          de
                                                          profesionales
                                                          de todas las
                                                          áreas como de
                                                          investigadores
                                                          capaces de
                                                          aportar nuevas
                                                          soluciones.
                                                          Ese es nuestro
                                                          recurso más
                                                          precioso, que
                                                          se demora
                                                          mucho en
                                                          construir y se
                                                          puede perder
                                                          rápidamente.<br>
                                                          <br>
                                                          La exhortación
                                                          del decreto se
                                                          ha traducido
                                                          en recortes
                                                          efectivos  de
                                                          los créditos
                                                          presupuestales
                                                          en los últimos
                                                          meses.  Esta
                                                          situación,
                                                          además de
                                                          afectar las
                                                          áreas
                                                          reseñadas
                                                          anteriormente,
                                                          coloca en
                                                          serio riesgo
                                                          la capacidad
                                                          de respuesta
                                                          de la
                                                          Universidad de
                                                          la República
                                                          ante la
                                                          pandemia. Los
                                                          gastos
                                                          incrementales
imprescindibles para operativizar la enseñanza (derecho de uso de
                                                          plataformas
                                                          digitales,
                                                          horas docentes
                                                          para sostener
                                                          su
                                                          funcionamiento,
                                                          apoyo directo
                                                          de los
                                                          estudiantes
                                                          más vulnerados
                                                          por parte de
                                                          pares y
                                                          docentes,
                                                          adquisición de
                                                          centenares de
                                                          computadoras
                                                          personales y
                                                          soluciones de
conectividad),  para sostener el bienestar de nuestros estudiantes a
                                                          través de la
                                                          compra de
                                                          tickets de
                                                          alimentación,
                                                          para brindar 
                                                          servicios
                                                          tecnológicos
                                                          para la
                                                          atención
                                                          sanitaria 
                                                          (funcionamiento
                                                          de los
                                                          laboratorios
                                                          del Hospital
                                                          de Clínicas,
                                                          laboratorio de
                                                          virología
                                                          molecular de
                                                          Salto, del
                                                          laboratorio
                                                          conjunto con
                                                          otras
                                                          instituciones
                                                          en Tacuarembó,
instrumentación de planes de contingencia en el Hospital de Clínicas,
                                                          etc.)  no son
                                                          sustentables
                                                          en un
                                                          escenario de
                                                          recortes
                                                          presupuestales
                                                          en el rubro de
                                                          gastos e
                                                          inversiones. <br>
                                                          <br>
                                                          El Consejo
                                                          Directivo
                                                          Central,
                                                          después de un
                                                          cuidadoso
                                                          análisis,
                                                          considera que
                                                          no es posible
                                                          seguir la
                                                          exhortación
                                                          del decreto
                                                          nombrado sin
                                                          menoscabo de
                                                          las funciones
                                                          básicas que la
                                                          Universidad de
                                                          la República
                                                          debe a la
                                                          sociedad.<br>
