                                                          I) que este
                                                          Consejo 
                                                          Directivo
                                                          Central con
                                                          fecha 26 de
                                                          marzo de 2019
                                                          (Num. 3, Res.
                                                          N° 6) resolvió
                                                          encomendar al
                                                          Señor Rector
                                                          en consulta
                                                          con la
                                                          Comisión
                                                          Central sobre
                                                          prevención y
                                                          Actuación ante
                                                          el Acoso y la
                                                          Discriminación
                                                          la elaboración
                                                          de una
                                                          propuesta de
                                                          diseño
                                                          institucional,
                                                          incluyendo la
                                                          revisión del
                                                          actual
                                                          protocolo de
                                                          actuación
                                                          sobre los
                                                          casos de
                                                          acoso,
                                                          violencia y
                                                          discriminación;<br>
                                                          II) el
                                                          importante
                                                          trabajo que
                                                          viene
                                                          realizando la
                                                          Comisión
                                                          Central sobre
                                                          Prevención y
                                                          Actuación ante
                                                          el Acoso y la
                                                          Discriminación
                                                          desde el año
                                                          2013,
                                                          funcionando en
                                                          ocasiones como
                                                          única
                                                          respuesta
                                                          central ante
                                                          esta
                                                          problemática;<br>
                                                          III) la
                                                          reciente
                                                          instalación
                                                          del Equipo
                                                          Técnico
                                                          previsto en el
                                                          protocolo
                                                          vigente;<br>
                                                          CONSIDERANDO: 
                                                          I) que el
                                                          proceso de
                                                          elaboración y
                                                          revisión
                                                          encomendado se
                                                          encuentran en
                                                          marcha;<br>
                                                          II) la
                                                          necesidad de
                                                          que la
                                                          Universidad de
                                                          la República
                                                          continúe
                                                          construyendo
                                                          mecanismos
                                                          para la
                                                          promoción de
                                                          prácticas
                                                          cotidianas de
                                                          integración de
                                                          las
                                                          diferencias en
                                                          las relaciones
                                                          de trabajo,
                                                          docencia y
                                                          estudio, así
                                                          como el
                                                          procesamiento
                                                          de las
                                                          denuncias en
                                                          cuanto a
                                                          acoso,
                                                          violencia y
                                                          discriminación;<br>
                                                          III) la
                                                          necesidad de
                                                          reafirmar que
                                                          los
                                                          dispositivos
                                                          utilizados al
                                                          respecto
                                                          brinden
                                                          garantías,
                                                          certezas y
                                                          preserven la
                                                          dignidad y
                                                          privacidad de
                                                          las personas
                                                          involucradas;<br>
                                                          IV) que es
                                                          oportuno -de
                                                          manera
                                                          transitoria
                                                          mientras se
                                                          procesa la
                                                          discusión-
                                                          sumar
                                                          mecanismos de
                                                          atención que
                                                          complementen
                                                          la respuesta
                                                          institucional
                                                          de la
                                                          Universidad;<br>
                                                          <br>
                                                          EL CONSEJO
                                                          DIRECTIVO
                                                          CENTRAL,
                                                          resuelve:<br>
                                                          <br>
                                                          1 - Fortalecer
                                                          la
                                                          conformación
                                                          del Equipo
                                                          Técnico
                                                          responsable a
                                                          fin de abordar
                                                          las denuncias
                                                          efectuadas en
                                                          cuanto a
                                                          acoso,
                                                          violencia y
                                                          discriminación,
                                                          encomendando
                                                          al Señor
                                                          Rector realice
                                                          las
                                                          extensiones
                                                          horarias y/o
                                                          contrataciones
                                                          que
                                                          correspondan.
                                                          El
                                                          fortalecimiento
                                                          del Equipo
                                                          Técnico
                                                          incluirá la
                                                          integración de
                                                          personal
                                                          específico
                                                          para atender
                                                          el seguimiento
                                                          y
                                                          acompañamiento
                                                          psico-físico
                                                          de los
                                                          involucrados
                                                          en las
                                                          denuncias.
                                                          Integrará
                                                          también el
                                                          Equipo Técnico
                                                          un profesional
                                                          de la
                                                          Dirección
                                                          General
                                                          Jurídica.<br>
                                                          </span></font></font></p>
                                                          <p class="m_6706408372534162368western" align="justify"><font face="Arial, sans-serif"><font style="font-size:12pt" size="3"><span style="font-weight:normal">2 - 
                                                          Establecer de
                                                          manera
                                                          transitoria y
                                                          complementaria
                                                          un mecanismo
                                                          alternativo,
                                                          con el objeto
                                                          de ampliar
                                                          nuestra
                                                          capacidad de
                                                          respuesta, de
                                                          dotar de la
                                                          mayor
                                                          celeridad a
                                                          los
                                                          procedimientos
                                                          utilizados y
                                                          mientras se
                                                          elaboran
                                                          nuevas
                                                          propuestas de
                                                          mejora:<br>
                                                           a) que además
                                                          de los
                                                          mecanismos
                                                          previstos en
                                                          el protocolo
                                                          vigente, se
                                                          habilitará al
                                                          Equipo Técnico
                                                          a recepcionar
                                                          y procesar
                                                          directamente
                                                          consultas y
                                                          denuncias en
                                                          cuanto a
                                                          acoso,
                                                          violencia y
                                                          discriminación,
                                                          incluyendo el
                                                          brindar
                                                          asesoramiento,
                                                          proponer a los
                                                          Servicios
                                                          medidas de
                                                          protección,
                                                          dar apoyo y
                                                          garantizar el
                                                          debido
                                                          tratamiento de
                                                          cada caso de
                                                          denuncia,
                                                          asegurando las
                                                          totales
                                                          garantías de
                                                          confidencialidad
                                                          y debido
                                                          procedimiento,
                                                          quedando a
                                                          criterio de la
                                                          persona
                                                          afectada la
                                                          opción por uno
                                                          u otro
                                                          mecanismo;<br>
                                                           b) El Equipo
                                                          Técnico
                                                          elaborará
                                                          recomendaciones
                                                          técnicas
                                                          finales -por
                                                          escrito- y las
                                                          comunicará a
                                                          la Comisión de
                                                          Prevención y
                                                          Actuación ante
                                                          el Acoso y la
                                                          Discriminación
                                                          (CPAAD) sin
                                                          detallar datos
                                                          que permitan
                                                          identificar a
                                                          las personas
                                                          involucradas
                                                          en las
                                                          denuncias, a
                                                          los efectos de
                                                          adoptar en
                                                          forma conjunta
                                                          las
                                                          recomendaciones
                                                          aplicables a
                                                          los casos
                                                          denunciados.
                                                          Si en un plazo
                                                          de quince días
                                                          corridos no se
                                                          alcanzara un
                                                          acuerdo entre
                                                          el Equipo
                                                          Técnico y la
                                                          CPAAD, se
                                                          elevarán a las
                                                          autoridades de
                                                          los Servicios
                                                          las
                                                          recomendaciones
                                                          formuladas por
                                                          el Equipo
                                                          Técnico. El
                                                          Equipo Técnico
                                                          prescindirá de
                                                          la
                                                          comunicación a
                                                          la CPAAD en
                                                          aquellas
                                                          circunstancias
                                                          en que la
                                                          revelación de
                                                          los datos
                                                          mínimos
                                                          necesarios
                                                          para hacer la
                                                          recomendación
                                                          en el caso
                                                          concreto,
                                                          implique la
                                                          vulneración de
                                                          la protección
                                                          del anonimato
                                                          de las
                                                          personas
                                                          involucradas
                                                          en la
                                                          denuncia. En
                                                          estos casos el
                                                          Equipo Técnico
                                                          elaborará las
                                                          recomendaciones
                                                          pertinentes y
                                                          las comunicará
                                                          directamente
                                                          al Servicio
                                                          respectivo.
                                                          Recibidas las
                                                          recomendaciones,
                                                          los Servicios
                                                          deberán
                                                          adoptar las
                                                          medidas que
                                                          estimen
                                                          pertinentes
                                                          para la
                                                          resolución de
                                                          las diferentes
                                                          situaciones;<br>
                                                           c) Recordar
                                                          que es derecho
                                                          de la persona
                                                          que inicie el
                                                          mecanismo
                                                          convocar al/la
                                                          delegado/a
                                                          gremial
                                                          correspondiente,
                                                          así como
                                                          detener el
                                                          proceso en
                                                          cualquier
                                                          momento;<br>
                                                           d) Establecer
                                                          que lo
                                                          previsto en
                                                          este numeral
                                                          tiene efecto
                                                          hasta la
                                                          aprobación de
                                                          un nuevo
                                                          protocolo. El
                                                          Equipo Técnico
                                                          elevará
                                                          periódicamente
                                                          a la CPAAD
                                                          informes que
                                                          permitan
                                                          detectar
                                                          problemáticas
                                                          generalizadas
                                                          o repetitivas
                                                          y también
                                                          llevará un
                                                          registro de
                                                          sus
                                                          actuaciones.<br>
                                                          <br>
                                                          3 - Encomendar
                                                          a la Unidad
                                                          de 
                                                          Comunicación
                                                          de la
                                                          Universidad de
                                                          la República y
                                                          al Servicio
                                                          Central de
                                                          Informática
                                                          Universitaria
                                                          la creación de
                                                          un recurso web
                                                          para facilitar
                                                          la
                                                          comunicación
                                                          de las y los
                                                          interesados
                                                          con el Equipo
                                                          Técnico.<br>
                                                          <br>
                                                          4 - Establecer
                                                          que en la
                                                          primera sesión
                                                          del mes de
                                                          noviembre de
                                                          2019 este
                                                          Consejo
                                                          Directivo
                                                          Central
                                                          considere los
                                                          avances
                                                          institucionales
                                                          en la
                                                          temática.<br>
                                                          <br>
                                                          5 - Dar la más
                                                          amplia
                                                          difusión.<br>
                                                          <br>
                                                          6 - Ampliar
                                                          con un
                                                          representante
                                                          por Área y uno
                                                          por Orden el
                                                          Grupo de
                                                          Trabajo creado
                                                          por el numeral
                                                          3 de la
                                                          resolución N°
                                                          6 adoptada por
                                                          este Consejo
                                                          en sesión de
                                                          26 de marzo
                                                          pasado con el
                                                          cometido de
                                                          elaborar una
