<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">On International Nurses Day, May 12, the Pan American Health Organization/World Health Organization (PAHO/WHO) is calling for more nurses to be trained to provide skilled care
while also urging steps to address inequities in their distribution and the problem of outmigration.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Many countries in Latin America and the Caribbean currently face shortages of nursing personnel, presenting an obstacle to achieving the goal of universal health access and coverage
for all people in the Americas, said experts at PAHO/WHO.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">"Nurses are an important human resource for health," said Silvia Cassiani, PAHO/WHO's regional advisor on nursing and health technicians, noting that nursing personnel make up
60% of the health workforce and cover 80% of healthcare needs. "We have to do much more to train more professionals, to make sure they are distributed equitably according to the needs of the population, and to retain them in their workplaces."</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">According to WHO, approximately 23 doctors, nurses and midwives are needed for every 10,000 inhabitants to provide essential health services. In the Americas, some 70% of countries
have the number of personnel they need, or even more, but they face challenges in their distribution and training.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">One-fourth of the world's registered nurses are in the Americas, yet about 57% of these (nearly 3 million) are in North America. Proportionally, there are 110.7 nurses per 10,000
inhabitants in North America but only 13.8 per 10,000 on average in Central and South America and the Caribbean.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Outmigration has a major impact on nursing human resources. The number of nurses from the English-speaking Caribbean who are working abroad is estimated to be three times the
number of those working in the countries where they were trained. Approximately 42% of nursing positions in the English-speaking Caribbean are vacant due to outmigration.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Establishing mechanisms to improve workforce retention and working conditions in public health services are among the measures that can reduce outmigration of health workers.<br>
<br>
Other causes of nursing shortages include lack of access to quality education, excessive school dropout rates, poor curriculum content and teaching methods, lack of continuing education among professors, and poor political and administrative infrastructure
in schools.</span></p>
<p><span lang="EN-US" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">PAHO/WHO is working with countries throughout the region to promote nursing education and to strengthen capacity for producing, evaluating and using scientific evidence in nursing,
while also evaluating the situation of nursing human resources to promote adequate policies and plans and facilitate communication and dissemination of scientific information.</span></p>

<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Washington, DC, 12 de mayo de 2015 (OPS/OMS).- En el marco del Día Internacional de la Enfermería, que tiene lugar el 12 de mayo, la Organización Panamericana de la Salud/ Organización
Mundial de la Salud (OPS/OMS) llamó a formar más enfermeras en América Latina y el Caribe para prestar una asistencia cualificada, y a abordar las inequidades en su distribución y su migración.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Muchos países de América Latina y el Caribe enfrentan un déficit de personal de enfermería, lo que supone un obstáculo para que todas las personas de la región tengan acceso y cobertura
universal de salud, advirtieron expertos de la OPS/OMS.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">"Las enfermeras son un recurso humano importante para la salud", consideró Silvia Cassiani, asesora regional de Enfermería y Técnicos en Salud de la OPS/OMS, y destacó que el personal
de enfermería conforma más del 60% de la fuerza de trabajo en salud y cubre el 80% de las necesidades de atención. "Debemos hacer más esfuerzos para formar a más profesionales, distribuirlos equitativamente según las necesidades de la población y para retenerlos
en sus puestos de trabajo", señaló.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Según la OMS, se necesitan alrededor de 23 médicos, enfermeras y parteras cada 10.000 habitantes para brindar servicios esenciales de salud a la población. En las Américas, alrededor
del 70% de los países cuentan con los profesionales necesarios, y en algunos casos los superan, pero enfrentan desafíos en su distribución y formación.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Una de cada cuatro enfermeras registradas del mundo está en la región de las Américas, sin embargo, alrededor del 57% de ellas (casi 3 millones) se encuentran en América del Norte.
Así, mientras en el norte del continente hay 110,7 enfermeras por cada 10.000 habitantes, en el centro, sur y en el Caribe hay 13,8 en promedio.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">La migración del personal también repercute en la falta de enfermeras. Se estima que en el Caribe de habla inglesa el número de enfermeras que trabajan en el exterior supera tres
veces el de aquellas que trabajan en los países donde se formaron. En esta subregión en su conjunto, alrededor del 42% de los puestos de enfermeras están vacantes por causa de la emigración.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">La adopción de mecanismos que propicien la retención de la fuerza de trabajo y la mejora de las condiciones laborales en el sistema público son factores que pueden disminuir los
desplazamientos de los trabajadores de salud.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Otras causas de la escasez de este recurso humano son el poco acceso a educación de calidad, el abandono escolar prematuro, la organización inadecuada de los planes de estudio,
los contenidos y la metodología, y la poca formación continua de los profesores; así como la deficiente infraestructura política y administrativa en las escuelas.</span></p>
<p><span lang="ES" style="font-size:10.0pt;font-family:"Verdana","sans-serif"">La OPS/OMS trabaja con los países de la región para promover la educación en enfermería y fortalecer sus capacidades para producir, evaluar y utilizar evidencia científica en enfermería.
También, evalúa la situación de los recursos humanos en enfermería para promover políticas y planes, y facilita la comunicación y la diseminación de información científica.</span></p>
